The French Parliamentary Ongoing Crisis: The Beginning of a New Political Era

Back in October 2022, when Rishi Sunak took over as the UK's leader, he became the fifth consecutive British prime minister to occupy the role in six years.

Triggered in the UK by Britain's EU exit, this signified unprecedented political turmoil. So what term captures what is occurring in France, now on its sixth prime minister in two years – three of them in the last ten months?

The latest prime minister, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on that day, sacrificing Emmanuel Macron’s key pension reform in exchange for opposition Socialist votes as the cost of his administration's continuation.

But it is, at best, a short-term solution. The EU’s second-largest economy is locked in a political permacrisis, the likes of which it has not experienced for decades – perhaps not since the start of its Fifth French Republic in 1958 – and from which there appears no easy escape.

Governing Without a Majority

Key background: from the moment Macron called an risky early parliamentary vote in 2024, the nation has had a hung parliament separated into three opposing factions – the left, the far right and his own centrist coalition – without any group holding a clear majority.

At the same time, the nation faces twin financial emergencies: its debt-to-GDP ratio and budget shortfall are now nearly double the EU threshold, and hard constitutional deadlines to approve a 2026 budget that at least begins to rein in spending are approaching.

In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.

In September, the leader named his close ally Lecornu as his latest PM. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be much the same as the old one – he encountered anger from both supporters and rivals.

So much so that the next day, he resigned. After only 27 days as premier, Lecornu became the briefest-serving prime minister in modern French history. In a respectful address, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job virtually unworkable.

A further unexpected development: shortly after Lecornu’s resignation, Macron asked him to stay on for two more days in a final attempt to salvage cross-party backing – a task, to put it gently, filled with challenges.

Next, two ex-prime ministers openly criticized the struggling leader. Meanwhile, the far-right National Rally (RN) and radical left France Unbowed (LFI) refused to meet Lecornu, vowing to reject all future administrations unless there were snap elections.

Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the end of his 48 hours, he appeared on television to say he believed “a path still existed” to avoid elections. The president’s office confirmed the president would name a fresh premier two days later.

Macron honored his word – and on Friday reappointed Sébastien Lecornu. So this week – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Would he endure – and is he able to approve the crucial budget?

In a high-stakes speech, the 39-year-old PM outlined his financial plans, giving the Socialist party, who detest Macron’s controversial pension changes, what they were expecting: Macron’s key policy would be frozen until 2027.

With the right-wing LR already supportive, the Socialists said they would not back no-confidence motions proposed against Lecornu by the extremist factions – meaning the administration would likely endure those ballots, scheduled for Thursday.

It is, nevertheless, by no means certain to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This,” said its leader, Olivier Faure, “is just the start.”

A Cultural Shift

The issue is, the greater concessions he makes to the left, the more he will meet resistance from the centre-right. And, like the PS, the right-leaning parties are themselves split on dealing with the administration – certain members remain eager to bring it down.

A look at the seat numbers shows how difficult his mission – and longer-term survival – will be. A total of 264 deputies from the far-right RN, LFI, Greens, Communists and hardline-right UDR want him out.

To achieve that, they need a 288-vote majority in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 (or both) to vote with them, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, finished.

Most expect this to occur soon. Even if, by an unlikely turn, the divided parliament musters collective will to approve a budget this year, the prospects for the government beyond that look bleak.

So does an exit exist? Snap elections would be unlikely to solve the problem: surveys indicate pretty much every party bar the RN would lose seats, but there would still be no clear majority. A fresh premier would face the same intractable arithmetic.

Another possibility might be for Macron himself to step down. After a presidential vote, his successor would disband the assembly and aim for a legislative majority in the following election. But that, too, is uncertain.

Polls suggest the next occupant of the Elysée Palace will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that France’s voters, having chosen a far-right leader, might think twice about handing them control of parliament.

Ultimately, France may not escape its predicament until its politicians accept the new political reality, which is that decisive majorities are a bygone phenomenon, absolute victory is obsolete, and negotiation doesn't mean defeat.

Numerous observers believe that cultural shift will not be feasible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.

“The system wasn't built to encourage – and actively discourages – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic could be in its final stage.”
